Summary0008682: Drag N' Drop of requirements is not persisted
DescriptionDear TestLink Team,

since migrating from 1.9.17 to 1.9.19 I experience problems while managing requirements.

In the req spec, I can drag n' drop requirements to another folder or change the sequence. However the action is not persisted.

After closing and reopening the req spec, everything is unchanged.

Not sure if this is related to, [^]
(bad req relations after moving around)
Steps To Reproduce-create two req specs (folders)
-add reqs to one of both
-drag n' drop req to other folder
-go back to home
-go to req spec again
-check if moveing the req was persisted
