I have noticed this issue with 1.9.20-6 as well as 1.9.19-9 installed on the same host.
Just a note that, I was able to sucessfully configure the testLink 1.9.20-6 on centOS 7.7.1908(x64) server.

I've contacted bitnami and I've got this answer:

Latest RHEL, Fedora and Centos ship OpenSSL FIPS that is incompatible with the OpenSSL that we use in
our installers. I'm afraid that we don't plan to support these new distro versions but we will improve
the UX by throwing an error message when the installer detects those platforms.

VMs may serve as an alternative to native installers in these platforms: https://bitnami.com/stack/testlink/virtual-machine [^]
