I already have a working implementation for this (see screenshot), as the lack of this feature annoyed me in the past as well.
If you like I'll share the code.

I've just had a look at my repo and realized that the commit which introduced the bug tracking feature for testcases was done way back in 2017 using Testlink 1.9.17.

I don't know how useful this code would be for you as I don't want to merge this commit to the latest 1.9.20 version because so many things have changed since then. Hence merging would be a hell of a job to do.

The basic thing is that I've created a new DB table named "testcase_bugs" similar to the existing table "execution_bugs" and copy-pasted the code for execution bugs to the correct places, adapting it for the new use case.
